Developer for web based game

I am looking for someone to develop a short on-line, simple game or interaction activity. Initially one, but a number of additional ones will be developed between now and 2021. An example of the interaction I have in mind are balloons floating across the screen that can be popped by the user, producing an exaggerated sound of an explosion. a very minimalistic design and a simplistic task with a twist..

The game will be on-line (not App-based) using HTML, Javascript.

We need someone with a creative and flexible approach, able to suggest ideas and also to develop an ongoing relationship.
Ideally the individual or company will be based in UK / Europe.
