Set up WordPress site for Multi Language and translate all pages

CinemaTestTools.com needs to be read in multiple languages; French, Portuguese, Spanish, Italian, Japanese, Korean, Arabic.

Translations must stay in database.
Translations must be able to be modified by special users who know the technology.
New documents need to automatically translate.
LearnPress Course Lessons must be translated also.
Future languages need to be prepared for.

Please advise your experience and which tools you have experience with and recommend.

I have no experience with how long this should take, so I do not know the budget.
